Early Action Area 5. Terminal 117

Aerial Photo of Terminal-117Terminal 117 is located on the west side of the river, approximately 3.5 miles south of Harbor Island. The 5.5 acre site is adjacent to the former Basin Oil Company to the west off of Dallas Avenue, the Boeing Company to the south, and the South Park Marina to the north.

Site Background

Malarkey, an asphalt manufacturing plant, operated on this property from 1937 until 1993. In the 1950s dredged materials probably containing heavy metals and other contaminants were deposited along the riverbanks on the site. In the early 1970s, the manufacturing plant used approximately 1,000 gal/month of waste oil from Seattle City Light as fuel. The waste oil contained polychlorinated biphenyls (PCBs). High levels of PCBs in soils, groundwater, and sediments were found in past site inspections.

Previous Cleanup Work

The Port of Seattle, under EPA oversight, conducted a Superfund cleanup action removing PCB- contaminated soil from the upland portion of the property in 1999. The Port of Seattle and the City of Seattle are currently implementing a cleanup action adjacent to the 2000 EPA upland Superfund action. This cleanup is designed to remove material that is contributing to sediment contamination (primarily PCBs) at this site. Ecology and EPA will be overseeing this project.

Planned Sediment Cleanup Work

The proposed cleanup action includes excavation/dredging of approximately 7,500 cubic yards of sediment and 5,500 cubic yards of soil followed by capping and backfilling of approximately 10,500 cubic yards. The cleanup is tentatively scheduled to begin Summer 2007.  The Engineering Evaluation Cost Analysis was completed June 25, 2005 and is posted on the EPA website.

Source Control Action Plan Completed

We conducted property reviews for the Terminal 117 drainage basin.  These reviews provided us with information used in the development of the Source Control Action Plan.  You can view the property reviews here.  The Source Control Action Plan (SCAP) was recently completed and is now available.   Appendix A of this document gives a quick summary of the source control actions necessary to protect the bank and sediments once they have been cleaned up.

South Park Marina

The South Park Marina is located adjacent to the north boundary of Terminal 117.  Ecology is trying to determine if South Park Marina has been impacted by contamination from Terminal 117 and if the site has residual contamination from a barrel reconditioning company that operated on the site in the 1950s.  Ecology’s consultant, SAIC, prepared a Summary of Existing Information and Identification of Data Gaps report in May 2007.  Click here to view this report.

Ecology also hired SAIC to prepare a Site Reconnaissance Plan for South Park Marina in June 2007.  If sufficient funds are available, site reconnaissance sampling and testing will occur in late summer or early fall of 2007. Click here to view this report.
