SITE DESCRIPTION
The Plastic Sales & Service Inc Site is located at 6860 and 6870 Woodlawn
Avenue Northeast, Seattle, Washington in the Greenlake neighborhood. One
building is currently on the site, the Dry Cleaner Building next to the Former
Laundry Building which was demolished in early 2009. The Former Sunshine Laundry
and Dry Cleaning Company operated on the site from the 1930s to 1970s. Now
Hearthstone owns the former Laundry Building Property and Karkrie LLC owns the
Dry Cleaner Building Property. Plastic Sales & Service Inc currently operates in
the Dry Cleaner Building.
Hearthstone plans to build a four story building at the Former Laundry
Building Property. Ecology anticipates that the interim action plan required by
the Agreed Order will put forth a proposal for addressing contamination located
at the Laundry Building Property in conjunction with construction of the new
building.
At this site, while the investigation is ongoing, the known potential
chemicals of concern for soil, soil vapor, and groundwater are PCE,
Trichloroethene, Cis-1,2-dichloroethene, Trans-1,2 dichloroethene, and Vinyl
Chloride
Ecology and The Lutheran Retirement Home of Greater Seattle doing business as
The Hearthstone Retirement Living (The Hearthstone), Plastic Sales & Service
Inc, Karkrie LLC, and Ruben and Patricia Rael are entering into a legal
agreement called an Agreed Order. Under this proposed Agreed Order, the PLPs
have agreed to take on lead responsibilities for certain actions, recognizing
that ultimately all PLPs are jointly and severally liable to Ecology for work at
the Site. Plastic Sales & Service Inc, Karkrie LLC, and Ruben and Patricia Rael
agree to lead the following actions:
- Complete Remedial Investigation/Feasibility Study (RI/FS) report, which
will present the results of the investigation and evaluate the cleanup
alternatives.
- Prepare a draft Cleanup Action Plan (CAP), which will use the RI/FS
information to describe a preferred cleanup action.
Under this proposed Agreed Order, The Hearthstone Retirement Living agrees to
lead the following actions:
- Prepare an Interim Action Work Plan.
- Conduct an Interim Cleanup Action at Former Laundry Building Property.
The draft Public Participation Plan outlines and describes the tools that
Ecology will use to inform the public about site activities, and it identifies
opportunities for the community to become involved in this process.
