
Spokane River - Upriver Dam PCBs Sediments Site
SITE BACKGROUNDThe Upriver Dam PCBs Sediments Site is divided into two projects. Upriver Dam, identified as Deposit 1, begins directly behind Upriver Dam in the city of Spokane and continues east for approximately 3.6 acres. Donkey Island, identified as Deposit 2, is a small 0.25-acre area near Donkey Island in an unincorporated area. Sediments at both project locations are contaminated with Polychlorinated Biphenyls (PCBs).Cleanup was necessary because:
Upriver Dam PCB Sediment Site Cleaned Up 2006The dam is located along Upriver Drive east of Greene Street. The project begins directly behind the dam and stretches east for nearly one-half mile. Under Ecology’s direction, contractors for Avista Development, Inc., placed a three-layered cover called an engineered cap over the contaminated sediments on the river bottom. The cap is made of coal, sand, and gravel and is intended to isolate PCBs and keep contaminants from moving. Donkey Island PCB Site Cleaned Up in 2007This project is east of the dam in wetlands and backwater channels found on the north bank of the river. Ecology provided oversight as contractors removed PCB-contaminated soil and restored the area with clean sand.
