Trailer Village Laundromat facility operated on the Trailer Village Park property from 1960 to the late 1970s.  During that time, a dry cleaning solvent, PCE, was discharged improperly resulting in a release to the environment.  There is also evidence of potential spills occurring near an underground storage tank that held PCE.

In 1991, the Washington Department of Health sampled drinking wells on the property.  PCE was detected above Federal Drinking Water Standards (FDWS) and state cleanup standards.  Private drinking wells on and around the property were then also tested. PCE was also detected above the state and federal standards in several of the private wells.

In addition, PCE was detected in one of the City of Centralia’s unused Public Water Supply Wells.  In 1994, homes on the Trailer Village Park property were hooked up to the City of Centralia Water Supply and Sewer System.

In 1995, ten on-property septic tanks were cleaned and removed or closed.  PCE was detected above state standards in sludge samples taken from the tanks.

Additional deep soil and groundwater testing were recommended. Groundwater and soil have been investigated several times since 1995 by Ecology, the Department of Health, and the City of Centralia.  These investigations helped to determine where the levels of highest contamination were and which areas were in need of cleanup. 

The City of Centralia, from 2001-2005, switched 76 owners of privately-owned domestic wells to the public water system.  In 2005, a groundwater treatment system was constructed by the City of Centralia to remove PCE from the contaminated groundwater.  The treatment system was installed as an interim action (partial cleanup action). Groundwater has been monitored for PCE since that time and results have shown that the treatment system is effectively removing PCE.

In 2006, Ecology entered into an Agreed Order with Coluccio Family LLC  which required them to:

  • Summarize and evaluate all data collected to date to determine if there were any data gaps.
  • Sample groundwater.
  • Conduct a Remedial Investigation and Feasibility Study to determine extent of contamination and evaluate and select possible cleanup options.

The Feasibility Study determined that the groundwater treatment system, installed in 2005 as an interim action, is the final cleanup action for this site.

CURRENT STATUS

Ecology and Coluccio Family LLC (CFLLC) are entering into a Consent Decree to complete cleanup activities at the Trailer Village Park property at 1313 Harrison Avenue in Centralia. The Consent Decree (legal agreement) requires groundwater monitoring to determine when contamination has been reduced below state cleanup standards.  In addition, an environmental covenant will be placed on the property deed to protect people from small amounts of contamination that remain on the site. Cleanup will be achieved when the levels of PCE in groundwater are at or below state cleanup levels (as outlined by the Model Toxics Control Act).

Ecology wants to keep you involved! A Public Participation Plan has been written to outline how Ecology will keep you informed and involved during the investigation and cleanup.  You will have the chance to review and comment on key documents during the investigation process.  Documents will be at this web site and at the repository locations listed to the right as they become available.
