Toxics Cleanup Program

Yard Sampling and Cleanup Program Design

Ecology is using a $94 million settlement from Asarco to manage risk from Tacoma Smelter Plume contamination. The Residential Yard Sampling and Cleanup Program is part of Ecology’s larger plan to protect human health in the Tacoma Smelter Plume.

Your comments helped us finalize this plan.

From March 14 – April 29, 2013, we held a comment period on the design for the Yard Program. We received seven comments and questions about the design draft. A responsiveness summary lists all of the comments, provides responses, and explains some of the changes to the plan. We published a final program design in November of 2013.

What is in the Yard Program design?

The design explains how Ecology will run the Yard Program.
  • Chapters 1-3 have background on the program and explain our decision-making process.
  • Chapter 4 gives an overview of the service area map and sequence of soil sampling and cleanup.
  • Chapters 5-7 explains how Ecology is completing soil sampling, cleanup, and outreach.

The rest of the design lays out the technical details of running the program. Appendix E shows sample letters and outreach materials for homeowners and residents.
