Davis Bacon wage

All loans signed by Ecology on or after October 30, 2009 must include Davis Bacon in all their bid documents for any project construction occurring on or after October 30, 2009.

Disadvantaged Business Enterprise

Applies to all construction loans.  The following forms are provided by the recipient and filled out by the low Bid Contractor.

 American Iron and Steel (AIS)

The AIS provisions require CWSRF assistance recipients to use certain iron and steel products that are produced in the United States. This requirement applies to projects for the construction, alteration, maintenance, or repair of a public water system or treatment works.  It applies to all construction loans where the engineering plan and specs was approved by Ecology after January 17, 2014.

You will find:

AIS documentation should include:

  1. the name of the manufacturer,
  2. what product(s) they are certifying,
  3. what manufacturing processes they were responsible for,
  4. the location of the manufacturing facility, and
  5. a signature of a manufacturer's responsible party.

Fiscal Sustainability Plans (FSP)

The FSP requirement applies to all wastewater or stormwater facility construction or design/construction projects receiving CWSRF funding. The FSP must cover the entire system for which funding is provided.

Cost and Effectiveness Analysis (CEA)

The CEA applies to all projects receiving CWSRF funding.

Investment Grade Efficiency Audit (IEGA)

Applies to all state infrastructure funded projects that involves repair, replacement, or improvement of a wastewater treatment plant or other public works facility, AND an investment grade efficiency audit is obtainable.

Signage

All projects receiving CWSRF funding must adhere to the signage requirements and provide credit to EPA and Ecology for providing funding. The goal is to enhance public awareness of EPA and Ecology assistance agreements.
