Fiscal Year 2011 Stormwater Grant Programs

- 2010 Supplemental Capital Budget


The 2010 Washington State Legislature appropriated over $54 million to the Department of Ecology (Ecology) for a stormwater retrofit and low-impact development grant program. The funding targets local governments to address stormwater management and control, by building staffing capacity, improving local stormwater programs, research, data management, and monitoring. In addition, the program provides funds for local governments to plan, design, and implement stormwater retrofit or low-impact development (LID) projects.

Ecology provides two financial assistance programs to National Pollutant Discharge Elimination System (NPDES) Phase I and II municipal stormwater permittees.

Municipal Stormwater Capacity Grants Program

The Municipal Stormwater Capacity Grants Program provides non-competitive capacity building grants for local governments to implement the following NPDES stormwater permits:

The original funding distribution list and offer letters mailed on June 17, 2010 were based on information received from the Associations of Cities and Counties.  The population data provided to Ecology was gathered from the Office of Financial Management's (OFM) April 1, 2009 population figures.  Ecology was notified of annexations that occurred since the April 1, 2009 date.  Based on this new information, the decision was made to include annexations from April 2, 2009 through July 1, 2010. The REVISED distribution list of available funds reflects the most current population numbers issued through OFM.  The new population-based award amount will be included in your grant agreement.
