FY 2012 Statewide Stormwater Grant Funding Program

The 2011 State Legislature provided a $30,000,000 appropriation for statewide stormwater construction projects. Based on the language in the Fiscal Year 2011-13 Capital Budget, Ecology is directed by the Legislature to develop evaluative criteria for a statewide stormwater construction grant program that meets the following policy objectives:

Ecology is currently working on initiating program planning and development for this stormwater funding. Based on Ecology’s on-going evaluation of the existing FY 2011 Stormwater Retrofit and LID Competitive Grant program, we are beginning to develop an initial framework for the new statewide stormwater construction grant program. Local government clients and stakeholders will be asked to participate in providing advice and guidance on developing the new grant program.

  UPDATE - May 3, 2012:  

The 2012 State Legislature provided $67M to help local governments covered by a National Pollutant Discharge Elimination System (NPDES) Municipal Stormwater permit fund stormwater infrastructure projects. The breakdown of funding is shown here:

Ecology developed a competitive grant program based on criteria outlined in the FY2011-13 Biennial Capital Budget; the funding program is called: FY2012 Statewide Stormwater Grant Program. In November 2011, Ecology received 111 applications totally more than $83M in eligible project costs. Ecology’s stormwater experts reviewed, rated, and ranked the applications and developed a priority list of the stormwater improvement projects. This priority list was submitted to the 2012 Legislature, demonstrating the local governments’ funding needs for good stormwater infrastructure management.

In addition to funding 96 high priority projects on the FY2012 Statewide Stormwater Grant Program, the legislature provided funding for an additional 21 unfunded projects from the FY2011 SWRLID Final Offer and Applicant List.

Offer letters for these funding appropriations are being mailed early May, and Ecology is preparing staffing plans for the 117 new stormwater construction projects. Local governments that receive funding offers will be contacted by Ecology’s Stormwater Project Management Team throughout May 2012 to negotiate project scopes of work and finalize agreement contracts. Ecology is committed to negotiating and having fully signed agreements with recipients by November 2012.

FY 2012 Municipal Stormwater Grants of Regional or Statewide Significance

The Washington State Department of Ecology (Ecology) is soliciting grant proposals for projects of regional or statewide significance to support implementation of the Municipal Stormwater General Permits issued in January 2007 and reissued for draft review in October 2011:

The $2.2 million dollars available for this purpose is carry-forward funding provided by the Washington State Legislature to local governments to support stormwater permit implementation.

This competitive grant program is available only to cities, towns, and counties covered by a municipal stormwater permit. Ports, universities, school or drainage districts, state agencies covered by municipal stormwater permits, or other secondary permittees are not eligible to apply for this funding. This grant program will provide funding to Phase I and Phase II local governments for projects that benefit stormwater management programs across a region or statewide, and support implementation of NPDES municipal stormwater permit programs. Project benefits may include, but are not limited to:

    NOTE: Capital construction projects are not eligible for funding through this grant program.
