The Washington State Department of Ecology will offer a workshop to discuss the newly available federal stimulus funding and provide help in navigating the new Supplemental Funding Cycle, through which the federal stimulus funding will be offered (details offered above).

WATER QUALITY PROGRAM TO REOPEN FY 2010 FUNDING APPLICATION CYCLE

Based on the likely availability of additional federal funds proposed through the American Recovery and Reinvestment legislation now working its way through Congress, the Department of Ecology (Ecology) Water Quality Program will reopen its FY 2010 application cycle to solicit additional eligible projects for funding consideration. Ecology expects Congress to appropriate funds through the Clean Water Act Title VI, which funds Washington's Water Pollution Control Revolving Fund loan program. Ecology will rate and rank additional applications based on the same established criteria and will integrate these projects into the current FY2010 draft funding list.

TIMING: Due to the short timeframe allowed by Congress, Ecology will accept applications from eligible public bodies for three weeks beginning the day after the enactment of the federal economic stimulus package. Ecology will post specific dates to the Web site listed below.

ELIGIBLE PROJECTS: Water pollution control facilities and associated activities. Draft legislation also provides for funding of various /I green infrastructure" projects, including stormwater control, water and energy efficiencies. Projects must meet federal requirements for planning and environmental review.

FUNDING: Approximately $70-$100 million in additional funds may be available for low interest loans and could include subsidies in the form of negative interest, principal forgiveness, or possibly grants.

PUBLIC OUTREACH: Ecology will conduct at least one funding workshop during the application cycle.

Overview

A federal economic stimulus package is working its way through Congress.  It is focused on job creation through funding of “ready-to-go” water quality infrastructure projects. The federal House of Representatives and the Senate both proposed economic stimulus legislation (H.R.1 and S.336) that includes using the Clean Water State Revolving Fund, authorized under the Clean Water Act Title VI, as the funding mechanism for wastewater and environmentally sensitive/green infrastructure projects. Although the legislation is not final and the House and Senate proposed different versions, there are several similar trends. Based on current language in these bills, if passed, this legislation would: In anticipation of this stimulus funding, Ecology is moving quickly to develop a flexible model in which to administer the stimulus dollars in the short timeframe that is likely to be required in the final legislation.  Ecology has just published the FY 2010 Water Quality Combined Draft Offer and Applicant List that reflects approximately $260 million in ready-to-proceed State Revolving Fund eligible projects. Given the uncertainty of the final legislation and possible funding allocation language, Ecology is developing several options based on possible legislative scenarios, including the possibility of opening a streamlined supplemental application cycle to augment the existing priority list.  Any funding will come through the federal State Revolving Fund program. It will be tied to current or amended requirements of the Clean Water Act, Title VI, including: Ecology is working hard to meet the needs of Washington state communities and to remain  in these uncertain economic times.
