
NOTE: Don't forget that facility plan approval is a prerequisite for funding facilities design and construction projects through Ecology. A facility plan includes the technical requirements of an engineering report (WAC 173-240) along with the Federal environmental review requirements such as preparation of a Biological Assessment and a Consultation between EPA and the Federal Services, when required by the Endangered Species Act.
