Reclaimed Water Rule Language Comments

Ecology, with assistance from the Department of Health and advisory committees, is developing a rule for reclaimed water.

As draft rule language is developed and written comments are received, we post them on this page, with the most recent additions listed first. Go to the Reclaimed Water Rule Advisory Committee (RW-RAC) page to view the RW-RAC meeting minutes.

Please note: This is currently an informal comment process on a preliminary draft rule. This information is being provided to enhance the quality of the public involvement process, the draft rule itself, and provide a framework for future rule-making activities. At a later date, the Administrative procedures Act (APA) Chapter 34.05 RCW will require a formal comment period and a Response to Comments and Ecology will make these available here as well.

Existing Framework, aka Baseline Rule

To inform and guide the development of the draft and final rule, Ecology compiled a preliminary “baseline rule" of the existing framework of laws, rules, and guidance currently used to regulate the use of reclaimed water.
 
Ecology has since learned that “baseline rule” is a technical term used for a draft rule. To avoid confusion, the “baseline rule” will be called the “Existing Framework” in the future and the new draft rule will be called the “draft rule”.
