
IntroductionIn 2006 and 2007, the Washington State Legislature enacted E2SSB 6117 (2007) with the Governor's Directive and ESHB 2884 (2006). Both bills amended Chapter 90.46 RCW - Reclaimed Water Use. The 2006 law directed the Department of Ecology (Ecology) to develop and adopt rules on all aspects of reclaimed water use by December 31, 2010. The law also directs Ecology to coordinate with the Department of Health and form a rule advisory committee with a broad range of interested individuals. The Rule Advisory Committee works in coordination with the Department of Health and the Department of Agriculture. It includes a broad range of interested parties representing various stakeholder groups, including those potentially affected by the rule and with technical expertise and knowledge of new advancements in technology. All meetings, including work-group meetings, are open to the public. The following are all the advisory committees formed to help inform the rule-making process.

Legislative changes in 2007 expand the scope of the rule advisory committee, create sub-task forces to advise Ecology, and require reports in December 2007 and December 2008. The governor also vetoed a section (Sec. 4) and directed Ecology to work with legislative leadership on water rights impairment issues and to harmonize the implementation of new reclaimed water use planning requirements This website contains information on the Reclaimed Water Use rule development process and will be updated periodically.
