The Department of Ecology with the assistance of the Washington State Department of Health and a rule advisory committee (RAC), are proposing a new rule, Chapter 173-219 WAC Reclaimed Water. This rule will implement 90.46 RCW and establish requirements for the generation, distribution, and use of reclaimed water. If adopted, it will be codified as Chapter 173-219 Washington Administrative Code or WAC.

Goal: Provide a clear regulatory framework for encouraging and permitting the generation, distribution, and beneficial use of reclaimed water. This includes the following objectives:

  • Clear roles and responsibilities.
  • Clear and predictable, compliance, planning, permitting, and reporting requirements.
  • Scientifically and legally sound standards and practices that protect human health and the environment.
