How do I apply online?

Ecology uses SecureAccess Washington (SAW) to maintain security of your data. You can use an existing SAW account or create a new account by following the steps below.

  1. Sign up for a SecureAccess Washington account (If you already have a SAW account, go to Step 2).

Click “sign up” below. Complete the 6 part sign up sequence. Enter your information including your name and email address. You will receive an email confirmation. Click on the link in the email.

  1. Add service for WQWebPortal

Login to SecureAccess Washington. Under “Add a new Service,” click on Department of Ecology. Look for “ Water Quality Permitting Portal (WQWebPortal).” Click “Apply” in the left column.

  1. Go to WQWebPortal

Login to SecureAccess Washington. Under “My Services” go to Water Quality Permitting Portal (WQWebPortal). Click on the "Permit Coverage - Notice of Intent (NOI)" link on the portal home page. Click on New or Renew for the Sand and Gravel General Permit or Sand and Gravel (Portable) General Permit. If you are completing an existing electronic application, click on "Search my existing Notice of Intent (NOI) applications".

  1. Fill Out and Sign Your Application

Fill out your entire application by completing all of the tabs. When you are done click on the "Complete Application" button. Attach a site map or any other necessary information . Once files are attached click on "Complete Application". Then use your electronic signature if you have one on file or use the "Print and Sign" option. Print the form, have the person in your organization with legal authority sign it, and mail it to the address on the signature page.
