Phase II Eastern Washington Formal Draft Permit Issuance

This is the revised, formal draft of the permit.  Ecology will issue the final permit after it considers all public comments and makes final changes to the formal draft permit.

Ecology will consider all comments received during the comment period, revise the permit language, and issue a final permit in late September 2006 at the earliest.

Public comments on the Draft Municipal Stormwater Permits

Ecology solicited public comment on the Formal Draft Phase II Municipal Stormwater Permit for Eastern Washington from February 15 through May 19, 2006.

Public Workshops

Ecology hosted two general public workshops on the formal draft permit during the public comment period.  The purpose of the workshops was to explain the permit, to inform participants of how this draft of the permit has changed from the previous draft of the permit, and to answer questions. Ecology did not accept formal oral testimony or comments on the Draft Permit or Fact Sheet at the public workshops.  The public workshops on the formal draft permit were held at the following locations, dates and times:

Ecology also held two public workshops specifically for the public entities who are not cities, towns, or counties that may also be required to obtain coverage under this permit.  Ecology did not accept formal oral testimony or comments on the Draft Permit or Fact Sheet at these workshops.  The purpose of the workshops was to explain the general permit, to go through the stormwater management program requirements for these entities, and to answer questions.  The public workshops for these entities were held at the following locations, dates, and times:

Phase II Eastern Washington Preliminary Draft Permit Issuance

Ecology solicited public comment on the Preliminary Draft Phase II Stormwater Permit for Eastern Washington from July 13, 2005 through October 14, 2005. This is the preliminary draft permit. Ecology posted the revised, formal draft of the permit on February 15, 2006.

Ecology considered all comments received during the comment period, revised the permit language, and issued a final draft permit for public review. The final permit is expected to be issued in January 2007 at the earliest.

Ecology hosted two public workshops on the Preliminary Draft Permit: Monday, September 26, 2006 at the Spokane Regional Health District Auditorium, 1101 West College Avenue; and Thursday, September 29, 2006 at the Hal Holmes Community Center, 201 North Ruby Street in Ellensburg.

Frequently Asked Questions about the Eastern Washington Stormwater Project

Q: How can I get a copy of the Stormwater Management Manual for Eastern Washington?
A: The final manual is available for downloading from this website.  Printed copies and CDs are available from the State Department of Printing and can be ordered at Dept. of Printing website Updates to the manual are posted below on this website.

Q: Does my project have to comply with the manual?
A: Your project must follow the guidance in the Manual only if it is a provision of a permit issued for your project by local, state, or federal government.

Q: How can I learn more about the manual?
A: Ecology offered eight free introductory workshops on the manual in late 2004 and early 2005, and three free stormwater site plan workshops in spring 2005.  To see a copy of each workshop presentation, see the workshop summaries below.  Future training opportunities will be posted on this website.

Q: Why is Ecology publishing a separate manual for eastern Washington?
A: The climate, soils, and hydrology in eastern Washington are different from western Washington. Local government representatives asked Ecology to support an effort to create a separate manual for eastern Washington.

Q: What is the difference between the manuals for eastern and western Washington?
A: The eastern Washington manual has information about arid and cold weather BMPs that does not apply to western Washington. The two manuals are organized quite differently. The Core Elements of the eastern Washington manual are similar to the minimum requirements of the western Washington manual.

Q: What is the difference between the manual and the model program for eastern Washington?
A: The manual provides on-site guidance for managing stormwater at individual projects. For example, the manual has design criteria for building and operating on-site water quality treatment facilities. The model program provides guidance to local jurisdictions on programmatic activities that should be a part of their stormwater management programs. For example, the model program has examples of public education activities and steps to detect, identify, and eliminate illicit discharges to a municipal storm sewer.

Q: How can I get more information about the manual or model program?
A: The Steering Committee members can answer additional questions about the Manual or Model Program.

Q: How was the Steering Committee formed? What is its role in developing the manual and model program?
A: The Steering Committee was formed in June 2001 at a chartering meeting for the Eastern Washington Stormwater Project. Two subcommittees also were formed to lead preparation of the manual and model program. The Steering Committee selected a consultant team to assist in preparation of the documents and led the process of developing and finalizing the manual and model program.
