2012 Municipal Stormwater General Permit Reissuance

The Washington State Department of Ecology (Ecology) is preparing to reissue three general National Pollutant Discharge Elimination System (NPDES) municipal stormwater permits in June 2012:

For more than 3 years, Washington State Department of Ecology (Ecology) has been working with interested parties and advisory groups in Western Washington to develop permit requirements. Ecology developed and managed advisory groups for input on monitoring and low impact development requirements. Recommendations from these groups continue to inform permit decisions. During 2011, Ecology held meetings with permittees and interested parties in Eastern Washington to discuss changes to the Eastern Washington permit requirements.

Past Work on Permit Reissuance

From 2007 to 2011, Ecology worked with interested parties to develop requirements for the next permit term. The Western Washington advisory groups listed below included representatives of state and federal agencies, local governments, environmental and non-profit organizations, tribal governments, and the business community:

In Eastern Washington, Ecology initiated discussions in 2011 with permittees and interested parties to gather input on future permit monitoring and LID requirements. Ecology needs input for the Eastern Washington Phase II permits that reflect the climate conditions, geology, soils, and stormwater management approaches appropriate to different parts of the Eastern Washington landscape.

Ecology Listening Sessions

In addition to the early work of the Western Washington advisory groups, Ecology held eight public Listening Sessions around the state. Almost 200 people attended these sessions.. Ecology accepted oral comments during the sessions and written comments from August to October 2010. Ecology also provided an online comment form for collecting public feedback.
