
Phase I Equivalent Stormwater Manuals for Western Washington
The Washington State municipal stormwater permits require permitted local governments to establish programs that prevent and control the impacts of runoff from new development, redevelopment and construction sites. Minimum requirements, thresholds and definitions are in Appendix 1 of the municipal stormwater permits. In addition, local governments in Western Washington must adopt a site planning process, and criteria for selection and design of best management practices similar to that described in Ecology’s Stormwater Management Manual for Western Washington.
Phase I Permittees must submit draft Manuals and other enforceable documents to Ecology for review and approval under the Phase I Permit. Ecology is reviewing these submittals compliance with applicable permit requirements.
Western Washington Phase II Permittees have the option of either adopting portions of Ecology’s Stormwater Manual or portions of a manual determined to be equivalent to Ecology’s Stormwater Manual through the Phase I submittal review.
This webpage provides information for Western Washington Phase II Permittees regarding Phase I manuals. Ecology will post additional information on this page following reviews of the Phase I Permittees’ submittals. This information on Western Washington Phase II requirements does not apply to Eastern Washington Phase II permit requirements.
King County Surface Water Design Manual – Pending final approval
Ecology completed review of King County’s 2005 Surface Water Design Manual in February 2008. The comment letter provides information about
