Sample Stormwater Management Program (SWMP) documents

The Phase II municipal permits require that permittees developand annually updatea Stormwater Management Program (SWMP) document to submit with the annual report. This page provides example SWMP documents submitted to Ecology in early 2008 with first year annual reports.

 
SWMP documents have 3 audiences and purposes:

  1. General public – to inform and involve them in developing the stormwater program.

  2. Ecology – to report on plans for implementing the permit in the coming year.
  3. Elected officials and local staff – to use as an internal planning document.

The examples on this page vary in style and length depending on the size and nature of the permitted entity. Because the SWMP is a public involvement document, Ecology recommends that permittees summarize permit language on requirements rather than duplicating it in the SWMP. However, some permittees have included permit language prior to listing current and planned activities.
