2007-2012 Permit

In 2007 Ecology combined the three 1995 general permits for the Island/Snohomish, Cedar/Green, and South Puget Sound Water Quality Management Areas (WQMA) into a single statewide general permit. The 2007 general permit applied to all entities required to have permit coverage under the Phase I U.S. Environmental Protection Agency stormwater regulations. The 2007 Phase I Permit was modified twice; once in 2009 and once in 2010. Below are the original 2007-2012 Phase I Permit files and the modified Phase I permit files.

1995 Permits

In July 1995, Ecology issued three NPDES wastewater discharge general permits to regulate municipal stormwater discharges. These permits were listed by water quality management area (WQMA): the Cedar/Green WQMA (Seattle and most of King County); Island/Snohomish WQMA (Snohomish County and a portion of King County); and the South Puget Sound WQMA (Tacoma, Pierce County, and a portion of King County). These permits expired on July 5, 2000. Ecology administratively extended permit coverage until the issuance of the revised permit in January 2007.
