April 7, 2010Ecology’s Water Quality Program posted the formal response to the disputing parties. This is the response given by Kelly Susewind and David Moore at the oral presentation meeting. This is not the recommendation by the dispute resolution panel or the director’s final decision. April 5, 2010Ecology held a meeting in Spokane to hear oral presentations by a dispute resolution panel. April 2, 2010Ecology received late formal written comments from City of Spokane. April 1, 2010Ecology received formal written comments from Kaiser Aluminum mailed on March 30, 2010. March 31, 2010Ecology received formal written comments and attachment from IDEQ Ecology received formal written comments from Gonzaga Law School and Kootenai Environmental Alliance. Ecology received formal written comments from James Kimball. March 30, 2010Ecology received a supplemental letter from Avista today. March 29, 2010Spokane County submitted formal written comments as an “other affected party”. March 23, 2010Ecology received a supplemental document package from the Sierra Club containing copies of the referenced material in their dispute letter. March 17, 2010Ecology sent response letters to the following parties: Ecology sent formal notification letters to the other affected parties. Ecology extended the oral presentation meeting time to accommodate additional disputing parties. The new time is from 12:00 p.m. – 5:00 p.m. on April 5, 2010. March 15, 2010Ecology received a dispute resolution request letter from the Sierra Club. The 30-day period (from the submittal of the final TMDL Water Quality Improvement Report with EPA) filing period for a formal written dispute ended at 5 p.m. today. No other formal written disputes will be accepted. The other affected parties will be formally notified and solicited for written comments to be considered in this process. March 12, 2010Ecology received a dispute resolution request letter from Avista. March 11, 2010Ecology emailed a notice to the other affected parties notifying them of the initiation of the dispute process. March 10, 2010Ecology sent response letters to the following parties:
