Please read the following before preparing and submitting comments:

In 1997 the Legislature authorized the creation of water conservancy boards (boards) through Chapter 90.80.RCW, the Water Conservancy Board statute. The statute authorizes boards to process water right change applications under Chapters 90.03.380 RCW, 90.03.390 RCW, and 90.44.100 RCW and make records of decision on the proposed applications. The Department of Ecology (Ecology) maintains final review authority of each record of decision and issues an administrative order to affirm, modify, or reverse the record of decision. Ecology reviews all records of decision made by boards for compliance with applicable state water law.

The Legislature amended the statute in 2001. Chapter 90.80.080(2) RCW now requires Ecology to post on its Internet site each record of decision submitted by a board. Further, in accordance with Chapter 90.80.080(3) RCW any person may file a letter of concern or support with Ecology and the department may consider the concern or support expressed within the letter as it reviews the board's record of decision. The letter must be received by Ecology within 30 days of Ecology's receipt of the board's record of decision.

To facilitate the comment process, Ecology has provided electronic comment forms on this site. Comments on each decision are automatically submitted to the Ecology regional office responsible for the review.

The following water conservancy board records of decision have been recently received by Ecology. The comment deadline identifies the last day comments will be accepted for the related decision. Please note the separate links to the electronic comment forms. It is important to use the comment form listed with the decision in which you are interested.
