Water Resources Program - Program Planning and Performance Measures

The purpose of this page is to provide access to water resources planning and performance measure documents and information.  It also contains information on water rights processing.  Links are provided for several related topics, including:

Water Resources Program Plans

Ecology’s programs each develop an annual/biennial program plan to guide their activities. These dynamic documents are under the umbrella of the agency’s strategic plan and spell out the detail of how the agency will move towards its goals and objectives. They can be adjusted as conditions change.

Performance Measures

Performance measures for the Water Resources Program have evolved, reflecting priorities of the times.  The performance measures generally align with the “Activity Inventory” (“POG” activities) of the Office of Financial Management.  They are reflective of the goals and objectives in the program plan covering the same time period.

Water Rights Decisions Reports

These reports are from “pulls’ from the water rights Tracking System (WRTS). WRTS data are not yet available for the public to ‘pull’ custom reports. We anticipate WRTS will be public in 2009-2010.  WRTS reports are used to measure progress toward quarterly targets for each region. The reports cover:

  1. Specific time
  2. Regional Office production
  3. Statewide Production
  4. Water right change applications: targets, number processed, type of action in the processing, pending applications as of date specified, change applications added, certificates issued, permit extensions granted.
  5. New water right applications: targets, number processed, type of action in the processing, pending applications as of date specified, new applications added, certificates issued, permit extensions granted.

Example of a WRTS Water Rights Decisions Report

The water right change applications and new water rights application reports are organized the same. The example screen-shot below shows water right changes and is essentially the same as the new water rights decisions report.  These reports are not yet available to the public on-line.
