Watershed Capital Grants for 2011-2013

The Watershed Plan Implementation and Flow Achievement Capital Grant Program provides funding of local projects that resolve a water supply issues and improve instream flow conditions.

Applications evaluated

There were 24 grant applications totaling over $15 million dollars in the following categories:

  1. Water Storage
  2. Water Infrastructure
  3. Water Exchange
  4. Water Metering
  5. Water Monitoring Wells

Ecology first evaluated the projects to determine if they meet the eligibility requirements, then ranked eligible projects on their technical merits.  Ecology’s regional water managers and the Water Advisory Group gave final approval.

Each project received a score for technical merits using the Project Evaluation Worksheet.  Criteria used included the amount of water that would be added to stream flows, the extent of improvements to fish habitat or fish passage (barrier removal), and public benefits from increased water supplies.  The Project Evaluation Worksheet scored each project based on an evaluation of project cost, flow and habitat benefits, adequate resource to ensure long-term performance of the project, and readiness to proceed.  Funding for Water Infrastructure projects must be commensurate with stream flow improvements and other public benefits.

The technical score, approval of regional and available funding determined final awards.  The minimum technical score of 40 was necessary for consideration for funding.  No project with a technical score lower than 40 was funded.
