Introduction

This document defines standards and guidelines to ensure consistent entry of organization and individual names and addresses into Department of Ecology databases. The purpose of having the standard is to prevent duplicate entries in the database and to facilitate meaningful database search criteria. The name in the database is not intended to be the legal name; refer to paper documents to verify legal names. Since some databases will be used by programs throughout the agency, it is important that the standard be implemented across the agency to facilitate information sharing between Ecology programs.

Sources

Ecology has incorporated standards from the U.S. Environmental Protection Agency (FINDS Facility Naming Conventions) and the WA State Office of Financial Management (Washington State Agency Titles) into this document to facilitate data sharing with them. The document was reviewed for consistency with the U.S. Postal Service address standard. The MatchMaker 2000 software User Guide was used as a model for the location address standard to ensure data validation.

Punctuation Standards

There are only 3 punctuation marks that Facility/Site is allowed to contain. The table below lists the three punctuation marks and describes the rules governing their use.

Acceptable Punctuation	Rules Governing Use
Ampersand (&)	Used in place of the word "AND". (e.g., "Crown Cork & Seal Co Inc")
Period (.)	Used only when indicating a decimal (e.g., 3.4 mi w of Martin Way"). A period is not used with an abbreviation (e.g. "St" NOT "St."). A decimal, not a fraction, is used to indicate a portion of a mile (e.g., "1.75 mi", NOT "1 ¾ mi").
Hyphen (-)	Used only to indicate a street number range (e.g., "100-105 Main St") A space is used in place of a connecting hyphen (e.g., "semi conductor" NOT "semi-conductor").

Facility/Site records should not contain any punctuation marks or special characters other than those listed above. Standards have been adopted to address the absence of the following characters:

Plus Symbol (+)	Spell out the word "PLUS" (e.g., "A Plus Cleaners", NOT "A+ CLEANERS").
Pound Sign (#)	Eliminate the abbreviation for the word "NUMBER" (e.g., BP Oil 45623", NOT "BP Oil #45623").
Apostrophe (‘)	Omit the space where an apostrophe would appear (e.g., "TOMS SHOE SHOP", NOT "TOM S SHOE SHOP").

Facility/Site Name Standards

Abbreviate only to fit within the 40 characters allowed for the facility and business names. Abbreviations allowed are listed in Appendices A - C.
Facility/Site names are the name on the front of the building, not the owner's name, unless they are the same.
Use mixed case (upper and lower case) rather than all upper case for names.
Include numbers that are part of the name to make a site unique if it is part of the name used by the organization (e.g., Chevron 452, Gravel Pit 23, etc.)
Use the site name with location information to make a site unique where there is more than one site with the same name. (e.g., Boeing Renton and Boeing Auburn)
Some sites have no official business name so assign an arbitrary, but descriptive, name. (e.g., "Drug Lab ECY0011", etc.)
Omit the space in names, which include spaces (e.g., "MAC DONALD" or "MC DONALD" should be entered as "MACDONALD" or "MCDONALD").
Do not reverse proper names for corporations (e.g., "JOHN SMITH HONDA", not ‘SMITH JOHN HONDA").
List ordinal numbers (e.g. "1ST" or "FIRST") in the name or address of a facility consistent with the way it is provided by the organization on the forms submitted. No attempt will be made to standardize.
Names, which have abbreviations for United States, should be abbreviated to US (e.g. "US West Cellular").
Remove "THE" from the front of the Facility/Site name, unless it is part of the true business name (e.g., "The Olympian", NOT "The Chevron Station").

City, Town, County, and School District Name Standards

Omit the word "OF" when referring to "CITY OF", "TOWN OF", " COUNTY OF" or "PORT OF". List the city or county name first. Enter the word "CITY" or "CNTY", etc. immediately after the name of the city or county. Examples:

State Agency Names Standards

If a state agency name is part of the facility/site name, use the standard abbreviation for the department or agency (e.g., "ECY", NOT "Department of Ecology"). State agencies should also be prefaced with WA and separated from the agency name with a space (e.g., "WA ECY", NOT "WAECY"). Use the Washington State agency's acronyms, as listed in Appendix D of this document.

Note: This naming convention is for the facility/site name.

For example: WA ECY Spill 101 is the facility/site name, NOT Department of Ecology Spill 101

US Government Agencies Standards

Use the standard abbreviation for the department or agency (e.g., "DOD" NOT "Depart of Defense"). Federal facilities should be prefaced with US and separated from the agency name with a space (e.g., "US EPA", NOT "USEPA"). Do not put a space in the abbreviation for United States (e.g., "US", NOT "U S").

If a state agency is a contact (affiliation) for a facility/site, use the full official Department Names, as listed in Appendix E of this document (e.g. Department of Ecology).

Note: This naming convention is for the affiliation, which is a contact for the facility/site.

For Example: WA ECY Spill 101 is the facility/site name and the Department of Ecology is the contact for the facility/site.

Individual Name Entry Standards

Individual Names: Last Name and First Name may be up to 20 characters each. Middle Initial is one character. Title may be MR., MS, or DR only; this was a decision by the business users and the system does not currently accommodate other titles.

Abbreviate address prefixes and suffixes using standard abbreviations, as listed in appendix C of this document.
Omit the space when abbreviating mailing address by using "PO BOX", NOT "P O BOX"
Abbreviate the directional symbols in a street address whether one or two characters.

Geographic Location Entry Standards

Use the guidelines for mailing addresses and additionally:

Do not use PO Boxes; geographic locations must be physical addresses.
Do not use Rural Routes; these were replaced by the USPS with road names.
Use highway names only if it is the official street name.
When using addresses denoting an intersection, the following rules apply:
List street names in alphabetical order; e.g., "ARLINGTON RD & WILSON BLVD."
List street names before numerically designated streets and highways; e.g., "GLEEBE RD & 2^ND ST."
Do not use descriptive phrases in the street address.
