Introduction

In accordance with guidance from the Department of Information Services (DIS), this plan is limited to projects related to the Year 2000 problem. Ecology has identified its "mission-critical systems" (see definition below) which have been prioritized using the following criteria provided by DIS:

  1. Maintenance of public health and safety
  2. Income maintenance for citizens
  3. Income maintenance for government employees
  4. Payments to vendors for goods and services
  5. Requirements for compliance or regulation
  6. Effect on state government cash flow
  7. Recovery costs
  8. Effect on production and delivery of services
  9. Volume of activity
  10. Effect on public image
  11. Intersystem dependency (external system)

None of Ecology's mission-critical systems can be certified at this time as "Year 2000 compliant" (see definition below). The appendix to this document presents high-level project plans to address each of these systems to assure that "there will be no interruption of vital public services or loss of accountability of public resources as a result of the Year 2000 Date Change Problem."

Program Organization

The Administrative Services Manager, a member of Ecology's Senior Management Team, is the executive sponsor of Ecology's Y2K Program. Ecology assigned a Y2K Program Coordinator in 1995 and each program appointed a lead person. The Y2K Program Coordinator and the program leads constitute Ecology's Y2K Work Group. Each Ecology program is responsible for developing and implementing a plan to address their program-specific systems. The Information Services Section is responsible for agencywide systems, including financial and administrative systems, and for compiling the agencywide plan.

Ecology's Y2K Work Group members worked with their respective program management teams to identify their computer systems with the greatest business impact (i.e., "mission critical" systems). The agencywide plan was reviewed by Ecology's Information Services Council (an agencywide technical direction setting group) and by executive management. After the original publication of this plan in September 1997, Ecology's IS Executive Steering Committee continued to refine the list of the agency's mission-critical systems. This amended list of mission-critical systems is presented below.

Definitions

"Mission-critical systems" are defined by DIS as automated systems that are essential to the agency to complete required legal obligations or legislatively mandated business functions. Additionally, any system that could jeopardize the health, safety, or financial well being of the citizens or employees of the State of Washington should be considered mission-critical.

"Year 2000 Compliant" is defined by Ecology as follows:

  1. Any date data stored in Ecology information technology (IT) components and systems will use four digit year formats. This excludes components used to bridge to non-Ecology systems, and also excludes archived data and scanned images.
  2. Any date displayed or printed must either show all four digits of year or the year must be obvious to users of the output.
  3. IT components and systems will perform as specified with any valid system date from January 1, 1980 through December 31, 2049. All clocks shall be checked to verify that they correctly roll over from the following dates: 12-31-1998; 9-9-1999; 12-31-1999; 2-28-2000; 3-1-2000; 12-31-2000; 1-1-2001; and 12-31-2027. It is acceptable that manual intervention be used to set the proper year on PCs on 01-01-2000.
  4. IT components and systems will perform as specified with any transaction data with valid dates from January 1, 1800 through December 31, 9999. Dates of special concern include: 9-9-1999; 12-31-1999; 1-1-2000; and 2-29-2000.
  5. No Ecology developed IT components or systems shall use special date values as logical flags. "0000" or "9999" may be used in the year field when a numeric entry is required.
  6. Any Ecology IT component or system defined as year 2000 compliant shall have stored test results which prove compliance, or have legal documents from the supplier of the resource which warrant compliance. Where possible, all business critical IT components or systems shall be tested by Ecology staff.

Appendix -- Noncertified Mission Critical Systems

The table below lists Ecology's mission-critical systems by agency program. The key to the criteria identified in this table is presented in the Introduction to this document. Following the table are the high-level project plans to address Y2K issues for each of Ecology's noncertified mission-critical systems.

System Name: TELEPHONE CALL HANDLING SYSTEM (CONVEYANT)

Description: Provides telephone call handling (including employee/expertise directory) capability for selected Ecology facilities.

Business Risk: Ecology would lack an effective and efficient telephone call handling capability for the reception desks at several Ecology facilities. This would adversely impact the reception function at these facilities.
