Municipal Stormwater Permit Areas (MSWPA) of Washington State, incorporating 2013 updates to combined incorporated City boundaries and unincorporated Urban Growth Areas (UGA) as defined by the Growth Management Act.
Purpose:
This dataset was created to geographically outline Municipal Stormwater Permit Area boundaries Phase I and Phase II. The Phase I permit regulates discharges from municipal separate storm sewers owned or operated by Clark, King, Pierce and Snohomish Counties, and the cities of Seattle and Tacoma. The Phase II Municipal Stormwater Permit rule extends the coverage of the National Pollutant Discharge Elimination System (NPDES) program to certain "small" municipal separate stormwater sewer systems (MS4s).

These data represent the Washington State Municipal Stormwater Permit coverage areas for city and county jurisdictions according to the latest state-wide city, county, UGA, census urban area, and major National Hydrography Dataset features. Discrepancies in permit coverage may be present within these data based on generalizations of boundaries within hydrologic features, or relative inaccuracy of the census data, compared to the city/UGA boundary dataset.

Much of the city and urban growth boundaries are tied to county parcel data and as such have a better than 1:24,000 resolution value. Counties boundaries are taken directly from the Department of Ecology County GIS data set and are 1:24,000. The Census Urban Areas are gross approximations at 1:500,000 scale. As such, features resulting from Union geoprocessing steps often contained inappropriate or incomplete attributes. Where appropriate features were assigned the boundary and attributes associated with the applicable county or city/UGA features.

Where possible boundaries are matched first to a county, then a city, then an urban area boundary layer.

Updates made in 2013 were a joint effort with WA Dept of Commerce, who acquired external UGA boundaries from Counties and edited those boundaries in Ecology's City/UGA dataset. Ecology then updated the internal boundaries using the WA Dept of Revenue's Sales Tax Jurisdiction City boundaries as reference.

The NDMPL (Washington State Non-Department of Natural Resources Major Public Lands) data contains ownership parcels for Federal, State (excluding WA DNR), County and City lands within the State of Washington. It also includes Tribal administrative boundaries. The NDMPL data layer is a polygon coverage and does not contain arc attribute information for ownership boundaries. This data is not connected to WA DNR's Cadastre layers or to the POCA layer (these data include WADNR ownership, Public Land Survey System and other cadastral data). So, as updates are made to POCA and Cadastre layers, they are not reflected in NDMPL.

NHD data was originally developed at 1:100,000-scale and exists at that scale for the whole country. This high-resolution NHD, generally developed at 1:24,000/1:12,000 scale, adds detail to the original 1:100,000-scale NHD. The TIGER/Line Files are shapefiles and related database files (.dbf) that are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line File is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. Block Groups (BGs) are defined before tabulation block delineation and numbering, but are clusters of blocks within the same census tract that have the same first digit of their 4-digit census block number from the same decennial census. For example, Census 2000 tabulation blocks 3001, 3002, 3003,.., 3999 within Census 2000 tract 1210.02 are also within BG 3 within that census tract. Census 2000 BGs generally contained between 600 and 3,000 people, with an optimum size of 1,500 people. Most BGs were delineated by local participants in the Census Bureau's Participant Statistical Areas Program (PSAP). The Census Bureau delineated BGs only where the PSAP participant declined to delineate BGs or where the Census Bureau could not identify any local PSAP participant. A BG usually covers a contiguous area. Each census tract contains at least one BG, and BGs are uniquely numbered within census tract. Within the standard census geographic hierarchy, BGs never cross county or census tract boundaries, but may cross the boundaries of other geographic entities like county subdivisions, places, urban areas, voting districts, congressional districts, and American Indian / Alaska Native / Native Hawaiian areas. BGs have a valid code range of 0 through 9. BGs coded 0 were intended to only include water area, no land area, and they are generally in territorial seas, coastal water, and Great Lakes water areas. For Census 2000, rather than extending a census tract boundary into the Great Lakes or out to the U.S. nautical three-mile limit, the Census Bureau delineated some census tract boundaries along the shoreline or just offshore. The Census Bureau assigned a default census tract number of 0 and BG of 0 to these offshore, water-only areas not included in regularly numbered census tract areas.
