Description:

Abstract:: Under state law, the Department of Ecology (Ecology) is responsible for regulating dams that capture and store at least 10 acre-feet (about 3.2 million gallons) of water or watery materials such as mine tailings, sewage and manure waste. Ecology's Dam Safety Office currently oversees about 870 dams across the state. Through plan reviews and construction inspections, the agency helps ensure these facilities are properly designed and constructed. To reasonably secure the safety of human life and property, Ecology also conducts inspections of existing dams to assure proper operation and maintenance.

Supplemental_Information:: In Washington State, dam safety concerns were part of the normal water-rights duties in the state departments of Conservation and Development and Water Resources. In 1970, dam safety regulations were transferred to newly-created Department of Ecology. In the early 1980s, a separate Dam Safety Section was formed to concentrate on dam issues, primarily in response to the National Dam Safety Act in 1977. In 1990, Ecology's Dam Safety Office was reorganized and initiated its first long-range planning for improving dam security in Washington. The result was the creation of a new law in 1992 (Chapter 173-175 WAC, Dam Safety) and the development of Dam Safety Guidelines, a multi-volume compendium of design standards, requirements and technical guidance.
