While the accuracy of a 1991-era classification is hard to determine
based on 2001-era ground truth, the 1991-era classification is composed
of approximately 90.1% of the final 2001-era classification. This is because the
1996 is largely based (95.5%) on the 2001 map and the 1991 map is largely based (96.6%) on the
1996 map. Therefore the accuracy assessment for the 2001 classification is likely still a good
estimate of the accuracy of the early-date classification.
