The Landsat TM imagery was collected from 7/7/1991 to 9/23/1991.

To improve the understanding of water quality issues by mapping land cover and impervious surfaces for Western Washington from 1991 to 2001
Supplemental_Information:
Similar data sets occur for 2001 and 1996. There is a version of this map where the impervious values are re-coded into 3 classes High Intensity Developed (100-80% impervious), Medium Intensity Developed (79-50% impervious) and Low Intensity Developed (49-20% impervious). Change maps exist between the 1991 and 2001, 1996 and 2001, and 1996 and 2001 land cover maps as well.

While the accuracy of a 1991-era classification is hard to determine based on 2001-era ground truth, the 1991-era classification is composed of approximately 90.1% of the final 2001-era classification. This is because the 1996 is largely based (95.5%) on the 2001 map and the 1991 map is largely based (96.6%) on the 1996 map.Therefore the accuracy assessment for the 2001 classification is likely still a good estimate of the accuracy of the early-date classification.

Completeness_Report:
Data does not exist for all classes. There are no pixels representing class 13 (Estuarine Forested Wetland), class 14 (Estuarine Scrub/Shrub Wetland), or class 21 (Tundra). There are pixels for class 19 (Palustrine Aquatic Vegetation) but there were too few areas to collect accuracy assessment points. All pixels have been classified.

Landsat scenes were georeferenced by i-cubed to the 2001 USGS Landsat TM Mosaic for the study area. Spatial accuracy assessed by Sanborn Solutions was found to be 2 pixel accuracy or less.

Process_Description:
The 1991 land cover map was developed by using the 1996 land cover map as a base. The 1996 land cover map was obtained from National Oceanographic and Atmospheric Administration (NOAA) Coastal Services Center (CSC)/Coastal Change Analysis Program (C-CAP). A change analsis was performed between the 1991 imagery and the 1996 imagery to identify areas that had changed. The portion of the imagery that had changed was classified into the 19 non-developed land cover classes. The 1991 classified change areas were combined with the unchanged areas from the 1996 map (which included the developed classes) to produce a wall to wall classification for 1991.
