Streams and rivers published in Chapter 173-18-WAC. This layer will not be updated. It is slowly becoming outdated as cities and counties update their list of Shoreline Management Act streams in their shoreline master program. See WAC 173-18-044 posted at <http://apps.leg.wa.gov/wac/default.aspx?cite=173-18-044.The> upstream points where SMA jurisdiction begins were originally compiled for Ecology in 1972 by the US Geological Survey, Water Resources Division, Tacoma, WA, and released in STREAMS OF WASHINGTON UNDER THE REQUIREMENTS OF THE SHORELINE MANAGEMENT ACT OF 1971. Points were determined using multiple-regression techniques based on streamflow and basin precipitation records. Ecology has ocassionally updated those points and added and subtracted SMA streams and portions of SMA streams since 1972.
Purpose:
Displays those portions of streams and rivers under Shoreline Management Act jurisdiction as published in Chapter 173-18 WAC. This data is being continuously outdated. See WAC 173-18-044 posted at <http://apps.leg.wa.gov/wac/default.aspx?cite=173-18&full=true#173-18-044>.
Supplemental_Information:
Washington's Shoreline Management Act (SMA) was passed by the Legislature in 1971 and adopted by the public in a 1972 referendum. The goal of the SMA is "to prevent the inherent harm in an uncoordinated and piecemeal development of the state's shorelines." The Act establishes a broad policy giving preference to uses that: * protect the quality of water and the natural environment, * depend on proximity to the shoreline ("water-dependent uses"), and * preserve and enhance public access or increase recreational opportunities for the public along shorelines. The Shoreline Act establishes a balance of authority between local and state government. Cities and counties are the primary regulators but the state has authority to review local programs and permit decisions. The State's authority is housed in the Department of Ecology. Under the Act each city and county adopts a shoreline master program that is based on state guidelines but tailored to the specific geographic, economic and environmental needs of the community. Master programs provide policies and regulations addressing shoreline use and protection as well as a permit system for administering the program. Ecology's role is to provide technical assistance to local government and to assure that local government actions are consistent with the local programs and the overall policy of the Act. The Act strongly supports public involvement in shoreline decision making. Citizens participate on advisory boards preparing local master programs, and public comment is required for individual permits. The Shorelines Hearings Board is a quasi-judicial body made up of six members representing citizen interests. Any aggrieved party may appeal a shoreline permit decision to the Shorelines Hearings Board. Decisions regarding approval of shoreline programs may be appealed to the appropriate regional Growth Hearings Board (if the jurisdiction is planning under the Growth Management Act), or the Shorelines Hearings Board (if the jurisdiction is not planning under the Growth Management Act). The Shoreline Act applies to: * all marine waters; * streams with a mean annual flow greater than 20 cubic feet per second; * lakes 20 acres or larger; * Upland areas called "shorelands" 200 feet landward from the edge of these water's; and the following areas when they are associated with one of the above: * biological wetlands and river deltas; and * some or all of the 100-year floodplain including all wetlands within the entire floodplain. * The Shoreline Act also states that "the interests of all the people shall be paramount in the management of shorelines of statewide significance." These shorelines are defined in the Act as: * Pacific Coast, Hood Canal and certain Puget Sound shorelines; * all waters of Puget Sound and the Straight of Juan de Fuca; * lakes or reservoirs with a surface acreage of 1,000 acres or more; * larger rivers (1,000 cubic feet per second or greater for rivers in Western Washington, 200 cubic feet per second and greater east of the Cascade crest); and * wetlands associated with all the above.

Using ArcView and associated Ecology GIS coverages, primarily HYDROFW and USGS 1:24000 quad images, the Shoreline Management Act points of jurisdiction were identified on-screen and inputed using heads-up digitizing. Where data gaps exist in the 1:100000 HYDROFW coverage, arcs were appended using 1::24000 WRIA WTRCRS data.

Purpose:
Provide a layer of the lakes under Shoreline Management Act jurisdiction as listed in WAC 173-20. This data is being continuously outdated. See WAC 173-20-044 posted at <http://apps.leg.wa.gov/wac/default.aspx?cite=173-20&full=true#173-20-044>
Supplemental_Information:
(1) Washington state is divided into two State Plane Zones, north and south. For this data set, north zone data coordinates have been converted to south zone coordinates. (2) Time period of content was derived from an estimated range of publication dates from USGS 1:24,000 scale quadrangles encompassing the state of Washington (from which base data were originally compiled). Specific publication dates should be referenced from individual quadrangles. (3) The dataset is a product of the Pacific Northwest Hydrography Framework Clearinghouse process. It integrates the best available hydrographic data from the WA Dept of Natural Resources, U.S. Forest Service, and U.S. Bureau of Land Management. (4) The WA Dept of Ecology performed the integration of the data from the Hydrography Framework partners. The integration work was conducted between January 2005 and March 2006.

Accuracy of this dataset is based upon the use of USGS source quadrangles which are compiled to meet National Map Accuracy Standards. NMAS horizontal accuracy requires that at least 90 percent of points tested are within 0.02 inches of the true position (on the map). The digital data are estimated to contain a horizontal positional error of less than or equal to 0.003 inches standard error in the two component directions relative to the source quadrangle. Comparison to the graphic source is used as control to assess digital positional accuracy. Cartographic offsets may be present on the graphic source, due to scale and legibility y constraints.

The Pacific Northwest Hydrography Framework water body coverages were constructed from the polygon features representing areal hydrographic features, including lakes, wetlands, glaciers, oceans, estuaries, and streams represented by double banks. Enhancements made were the editing of polygon attributes for water body type code and geographic feature name, and the creation of a unique identifier based on the latitude/longitude of the water body centroid. The framework processing procedures were: 1) verifying the DLG water body type codes for each polygon and converting that value to the WB_CART_FTR_CD attribute. 2) assigning the GNIS feature name to water body polygons in the WB_GNIS_NM attribute and WB_GNIS_NR attribute. 3) assigning a unique Lat/Long identifier to each water body polygon (including islands) If the water body was represented in the 100K Water Body layer, that LLID was used. 4) assigning an appropriate value to the WB_HYDR_FTR_CD attribute.

This Digital Line Graph was digitized from the USGS source quadrangle, by either the National Mapping Division, one of their cooperators, or one of their contractors. The ArcInfo water body coverages were converted into a single ArcSDE polygon feature class inside a 24K Hydrography feature dataset. 1) Create a 24K Hydrography feature dataset. 2) Add water body subtypes and domain values to the feature dataset. 3) Create an empty water_body feature class inside the feature dataset. 4) Load the vector water body data into the feature class using the ArcCatalog 9.1 Simple Data Loader.
