Stream and river arcs likely to qualify as "shorelines of the
state" as defined in the Shoreline Management Act (SMA), RCW
90.58.030. SMA jurisdiction begins where stream flow exceeeds 20
cubic feet per second mean annual flow (cfsmaf). Jurisdiction
continues downstream from that 20 cfsmaf point to the final
receiving water or catchment basin.
Purpose:
Ecology suggests local governments use this data when they
comprehensively update their shoreline master program in accordance
with WAC 173-26. See also WAC 173-18-044.
Supplemental_Information:
The flow data was compiled by the US Geolologal Survey (USGS)
for Ecology and published in three USGS water resources
investigation reports numbered 96-4208, 98-4160, and 03-4042. The
arcs were selected from the Washington Hydrography Framework Water
Course layer (1:24,000 scale).

Data attributes values are created and updated within the
context of rigorous editing routines. Values are checked for
validity within a group of specific ranges or within specific sets
of codes. Attribute accuracy of data within the initial phase was
tested by manually comparing digital products to the source maps.

Specified spatial processing tolerances are used to snap arc
over-shoots to proximal nodes. Remaining anomalous objects falling
outside of specified tolerances are flagged by the software and manually
corrected for logical consistency.

Accuracy of this dataset is based upon the use of USGS
source quadrangles which are compiled to meet National Map
Accuracy Standards. NMAS horizontal accuracy requires that at
least 90 percent of points tested are within 0.02 inches of the
true position (on the map). The digital data are estimated to
contain a horizontal positional error of less than or equal to
0.003 inches standard error in the two component directions
relative to the source quadrangle. Comparison to the graphic
source is used as control to assess digital positional accuracy.
Cartographic offsets may be present on the graphic source, due
to scale and legibility y constraints.

The vertical positional accuracy is based upon the use of
USGS source quadrangles which are compiled to meet NMAS. NMAS
vertical accuracy requires that at least 90 percent of well
defined points tested be within one half contour interval of the
correct value. Comparison to the graphic source is used as
control to assess digital positional accuracy. The file has
undergone digital revision. Accuracy of the digital data meets
the class 1 positional accuracy specifications in the draft
United States National Cartographic Standards for Spatial
Accuracy.
