Abstract:
Polygons >15 acres appearing as possible candidates for "shorelines of the state" were selected from the 1:24,000 scale PNHF Water Bodies layer. Shorelines of the state is defined in RCW 90.58.030.
Purpose:
For local governments adopting or updating their Shoreline master program in accordance with RCW 90.58.080 and WAC 173-20-044.
Supplemental_Information:
(1) Washington state is divided into two State Plane Zones, north and south. For this data set, north zone data coordinates have been converted to south zone coordinates.
(2) Time period of content was derived from an estimated range of publication dates from USGS 1:24,000 scale quadrangles encompassing the state of Washington (from which base data were originally compiled). Specific publication dates should be referenced from individual quadrangles.
(3) The dataset is a product of the Pacific Northwest Hydrography Framework Clearinghouse process. It integrates the best available hydrographic data from the WA Dept of Natural Resources, U.S. Forest Service, and U.S. Bureau of Land Management.
(4) The WA Dept of Ecology performed the integration of the data from the Hydrography Framework partners. The integration work was conducted between January 2005 and March 2006.

Accuracy of this dataset is based upon the use of USGS source quadrangles which are compiled to meet National Map Accuracy Standards. NMAS horizontal accuracy requires that at least 90 percent of points tested are within 0.02 inches of the true position (on the map). The digital data are estimated to contain a horizontal positional error of less than or equal to 0.003 inches standard error in the two component directions relative to the source quadrangle. Comparison to the graphic source is used as control to assess digital positional accuracy. Cartographic offsets may be present on the graphic source, due to scale and legibility y constraints.

The vertical positional accuracy is based upon the use of USGS source quadrangles which are compiled to meet NMAS. NMAS vertical accuracy requires that at least 90 percent of well defined points tested be within one half contour interval of the correct value. Accuracy of the digital data meets the class 1 positional accuracy specifications in the draft United States National Cartographic Standards for Spatial Accuracy.

This Digital Line Graph was digitized from the USGS source quadrangle, by either the National Mapping Division, one of their cooperators, or one of their contractors. The digital data were produced by on of the following methods. -scanning a stable-based copy of the graphic materials. The Pacific Northwest Hydrography Framework water body coverages were constructed from the polygon features representing areal hydrographic features, including lakes, wetlands, glaciers, oceans, estuaries, and streams represented by double banks. Enhancements made were the editing of polygon attributes for water body type code and geographic feature name, and the creation of a unique identifier based on the latitude/longitude of the water body centroid.
The framework processing procedures were:
1) verifying the DLG water body type codes for each polygon and converting that value to the WB_CART_FTR_CD attribute.
2) assigning the GNIS feature name to water body polygons in the WB_GNIS_NM attribute and WB_GNIS_NR attribute.
3) assigning a unique Lat/Long identifier to each water body polygon (including islands) If the water body was represented in the 100K Water Body layer, that LLID was used.
4) assigning an appropriate value to the WB_HYDR_FTR_CD attribute.

The ArcInfo water body coverages were converted into a single ArcSDE polygon feature class inside a 24K Hydrography feature dataset.
1) Create a 24K Hydrography feature dataset.
2) Add water body subtypes and domain values to the feature dataset.
3) Create an empty water_body feature class inside the feature dataset.
4) Load the vector water body data into the feature class using the ArcCatalog 9.1 Simple Data Loader. The source data was the 62 water body coverage polygons (one coverage for each WRIA).
