Grants improve stream flows in fish critical basins

2009-2011 Watershed Plan Implementation and Flow Achievement Capital Grant Program

The Watershed Plan Implementation and Flow Achievement Capital Grant Program provide funding of local projects that resolve a water supply issues and improve instream flow conditions. There were 39 grant applications totaling over $18 million dollars competing for $4 million dollars of available grant funds in the following categories:

  1. Water Storage
  2. Water Infrastructure
  3. Water Exchange

The projects were evaluated to determine if they met the eligibility requirements. Thirteen projects were eliminated because they did not meet eligibility requirements. The other 26 projects were ranked on a combination of the technical merits of the applications plus regional water management priorities.

Each project was assigned a score for technical merits using the Project Evaluation Worksheet. Technical merits included criteria such as the amount of water that would be added to instream flows, the extent of improvements to fish habitat or fish passage (barrier removal) and public benefits from increased water supplies. The technical evaluation worksheet scored each project based on an evaluation of project cost, flow and habitat benefits, adequate resource to ensure long term performance of the project, and readiness to proceed. Funding for Water Infrastructure projects is to be commensurate with stream flow improvements and other public benefits. Projects with good benefits could receive 100% funding: projects with moderate benefits could receive 75% funding; and projects with low benefits could receive 50% funding.

Regional water management priorities criteria included the satisfaction of any existing legal obligations, how well projects implemented adopted watershed plans, readiness to proceed, support of adopted or in process instream flow rules and likeliness to proceed based on available information and past grant performance. Each of Ecology’s four Regional Offices evaluated the proposal and ranked the proposal in priority order. The highest priority projects received 65 points. Lower ranked projects were assigned incrementally lower points.
