Ecology is requested to consider this application for financial assistance for the purpose of meeting the water quality component under RCW 90.82.090. We agree to cooperate with Ecology by providing any additional information needed to determine grant eligibility and to adhere to all applicable state and federal rules governing grant funds. List existing water quality studies and water quality plans that you are aware of and describe how the planning unit will use them.

For items 1-5 below provide a scope of work, detailed budget and schedule for completing that activity.

1. Based on existing studies conducted by federal, state, and local agencies state where legally established water quality standards are being met in the management area and where they are not being met;

2. Develop a problem statement including the causes of water quality violations in the management area, including an examination of information regarding pollutants, point and non-point sources of pollution, and pollution-carrying capacities of water bodies in the management area. The analysis shall take into account seasonal stream flow or level variations, natural events, and pollution from natural sources that occurs independent of human activities

3. Develop a description of the characteristic uses of each of the non-marine bodies of water in the management area

4. Identify and summarize any total maximum daily load established for non-marine bodies of water in the management area

5. Describe the impact of fresh water on marine water quality (if the WRIA has no marine waters then no need to address this in the scope of work)

6. For waters undergoing a TMDL, recommend an approach for implementing the total maximum daily load for the non-marine bodies of water in the management area. (to the extent possible incorporate water quantity flow implications with these recommendations)

7. If there is no TMDL, recommend an approach to bring about improvements in water quality.

8. Recommend a means of monitoring whether actions taken to implement the recommended approaches to bring about improvements in water quality or identified outcomes are sufficient to achieve compliance with water quality standards.
